I am trying to write python script for download the videos from server. So that, i need install python-soappy. Unable to install the python-soappy by apt-get install python-soapy. How to install the libraries in openelec.

You can't install debian packages because Openelec is not debian. That's why there is no apt utils.

OpenELEC is not a normal distro that has thousands of files scattered around a filesystem. It expands the kernel and entire filesystem from TWO files each boot (called KERNEL and SYSTEM). To add packages/binaries/whatever you need to self-build the OS so the SYSTEM image includes what you need. This is done by creating a package for our build system. Read this: http://wiki.openelec.tv/index.php?title=Compile_from_source then look at the OE build-system and notice the format of the packages. There is a well defined structure and several hundred examples of prior art for you to follow. You will need to use some initiative for python-soappy because nobody is going to write an all-encompasing step-by-step guide on how to convert debian packages.
