Unofficial OpenELEC(RPi2/arm) Add-ons missing

Hi all
I'm a newbie trying to set up a Raspberry Pi 2 as an OpenELEC 5.0.8, PVR/ live TV device.
I have read several posts on this subject and am hoping for some clarification.
There are no Tvheadend server/services available pre-packaged with this build. When I attempt to download the Unofficial OpenELEC(RPi2/arm) Add-ons, nothing happens. The usb tuner I am using is also found in the "does work" list
1 - Is there another official or unofficial repository that would contain Tvheadend ver xx? Is there another repository that works or is offline?
2 - I have read the Tvheadend config docs and there is a reference to two different ports to access the config GUI, 9981 and 9881. Which is correct?
3 - I have enabled the Tvheadend HTSP client. Where would I find the Tvheadend server for the HTSP client?
4 - Is there a more suitable build?

Can you help with the port issue. I have seen others not being able to access the GUI but couldn't see a work around. ie Problem loading page. I can access the remote menu etc and also access via Putty. Its when I add the port it fails to connect.

I have enabled the RPI add ons but the service has not started even after a couple of reboots. Screen shot:

Ok so I did a search and found the service. Its now installing!!
